Kevin

Kevin Cooley is the current CEO of RMC, bringing decades of experience in high-level management combined with a close connection to NAS Patuxent River and the St. Mary’s County community. When our founder, Mike Colina, started RMC in 1990, Kevin was his first employee. Together, they channeled their passion for unrivalled quality into a continually expanding company that has grown from 2 employees to over 300. As a graduate of St. Mary’s College of Maryland, Kevin’s commitment to bettering the local community is reflected in his impressive work supporting various naval environmental and facilities programs, and by his efforts in creating a healthy and competitive workspace where the brightest minds in St. Mary’s can grow and develop their professional skills.

Rich

RMC’s President, Rich Gast, provides over 20 years of consulting experience supporting the management requirements of both commercial and federal organizations. This experience includes providing expert organizational and financial management guidance, as well as recommendations to senior management, impacting federal organizations encompassing thousands of employees and billions of dollars in capital infrastructure. Rich provides executive-level consulting services to RMC’s growing list of federal clients and keeps the company operating efficiently as it continues to expand.

Roger

Roger Davis has been a Vice President at RMC since 2010, moving to this position after nearly a decade of consulting work for the company. He provides direct support of test and evaluation activities at the Naval Air Warfare Center Aircraft Division’s Aircraft Signature and Avionics Measurements Branch of the Range Instrumentation Division at the Atlantic Test Ranges. His support activities include technical and management advisory services on a variety of projects and programs associated with air vehicle flight tests. For over 20 years, Roger has displayed the ability to expose weaknesses in a program’s operations and take the necessary steps required to vastly improve them.

David

David Hickman is the Vice President of RMC’s Information Technology division, starting his career with the company as an intern in 2006. Upon graduation from St. Mary’s College of Maryland, he became a full-time employee supporting information technology, networking, and information security requirements for the U.S. Navy. In 2010, he became RMC’s Director of Information Technology, and was promoted to Vice President in 2013. Since his promotion in 2010, he has grown RMC’s IT staff from 10 employees to well over 200. David has extensive technical experience regarding information assurance, cybersecurity, networking, and the management and maintenance of Navy Research, Development, Test, and Evaluation (RDT&E) networks. He has served as program manager on several large ($20M – $40M) information technology contracts, directing the provision of integrated hardware, software, networking, and cybersecurity programs supporting the Navy RDT&E community.

Matt

Matt Vodzak joined RMC in 2015 and serves as a Vice President and Director of Contracts. He brings over 20 years of extensive experience in both commercial and government contracting, subcontracting, and proposal management. He specializes in regulatory compliance and contract and solicitation analysis, as well as customer negotiations. Matt was born and raised in St. Mary’s County and is a strong advocate for companies looking to grow in the defense industry in the Southern Maryland region. Matt is a graduate of Frostburg State University with a Bachelor of Science Degree in Economics.

Joe

Joe Broussard is a Vice President and Deputy IT Division Director at RMC, serving as program manager and technical subject matter expert in support of multiple Department of Defense contracts in the areas of system administration, software design and development, information assurance, and software and hardware integration. Joe’s project and personnel management experience is broad and includes nearly all facets of IT services. Joe joined RMC in 2017 and has held several positions, including software developer, systems administrator, program manager, and portfolio manager. He is Director of Operations for Education and Certification for the PMI Southern Maryland Chapter (PMISOMD). Previously, he served as Program Manager of the Navy Maritime Maintenance Enterprise Solution (NMMES) and President of the University of Maryland University College (UMUC) Alumni Association.

Nicole

Nicole White is the Vice President of RMC’s Environmental and Safety Division, serving as program manager and subject matter expert in support of multiple Department of Homeland Security and Department of Defense contracts in the areas of design, development, and implementation of environmental and safety programs. She brings over 20 years of extensive experience in government contract management. Nicole joined RMC in 1999 and has worked with senior leadership to successfully grow and develop our client portfolio and expand the depth of team talent.
